The Kingdom of God – Courtroom in Heaven – Part II


Dear Sisters and Brothers in Christ Jesus,


We continue our examination of prayer in this message.  In the previous message, we established that God, The Judge, has commanded us to come into His courtroom, before His Throne of Grace.  We are to enter His gates with thanksgiving, enter His courts with praise, be thankful unto Him, and bless His Name.  We are to come boldly to His throne with Jesus Christ, our Advocate (our lawyer).  We are to present our petition to God, and Jesus Christ advocates the precedent and case law for us with His Blood and The Word.  The Accuser, satan, is then ruled against by The Judge, God, in our favor.  And we have the petitions we desired of Him (I John 5:15).


For the sake of us learning how to present a petition to God, The Judge, and our Father, I’m going to write an example petition for Covenant prosperity that we can then use to teach ourselves what God expects to hear from us in our petitions.


“Father, I come boldly to the Courts of Heaven according to Hebrews 4:16, not in my own righteousness but in the righteousness of Jesus Christ, The Mediator of the New Covenant (Hebrews 12:24).  I thank You that The Blood of Jesus speaks for me now—better things than the blood of Abel:  things of mercy, redemption, restoration, and covenant blessing.


Righteous Judge, I present before Your Court Your Own Word, which You have exalted above Your Name (Psalm 138:2), and which You have sworn never to break nor alter (Psalm 89:34).  I establish these Scriptures as legal precedent:


• Deuteronomy 8:18 — You give me power to get wealth.

• Psalm 35:27 — You take pleasure in my prosperity.

• Psalm 23:1 — You are my Shepherd; I shall not want.

• 2 Corinthians 8:9 — Jesus became poor so I could become rich.

• Philippians 4:19 — You supply all my needs according to Your riches in glory.


These are covenant statutes.  These are Heaven’s economic laws.  These are my inheritance and heritage through Christ Jesus.


Father, Your Word says the accuser makes accusations day and night (Revelation 12:10).  Any accusation, any legal claim, any curse, any word spoken against me or my finances—whether by the enemy, by others, or by my own past words—I place under The Blood of Jesus right now.  I submit The Blood as evidence before this Court.  Let the voice of The Blood silence every contrary voice.  Let every legal right of the adversary be cancelled.  Let every accusation be dismissed.  Let every claim be overturned.  By The Blood of Jesus, I overcome.


Based on the authority of Matthew 16:19, I stand in alignment with Heaven’s rulings.  What Heaven has already bound, I now bind on earth:


• I bind the devourer.

• I bind financial delays.

• I bind demonic resistance.

• I bind lack, limitation, and insufficiency.

• I bind every spirit enforcing poverty, debt, and financial stagnation.

• I bind every attack against the work of my hands, my business, my investments, and my opportunities.


These things are illegal under the Covenant, and I declare them bound, forbidden, and without power.


Now, by the same authority given by Jesus, I loose what Heaven has already loosed.  Heaven has ruled blessing over me, so I loose blessing in the earth.  Heaven has ruled abundance over me, so I loose abundance in the earth.  I now loose:


• Supernatural provision

• Ideas, concepts, and insights

• Favor with man and with God

• Right relationships

• Contracts, clients, partnerships, and opportunities

• Open doors no man can shut

• Investments that multiply

• Wisdom that creates wealth

• Angelic assistance assigned to prosperity (Psalm 103:20) 


I loose the wealth that belongs to my assignment.  I loose the prosperity connected to my calling.  I loose the increase that fulfills my purpose.  Let everything Heaven has ordained be released without delay.


Father, I ask now for the verdict of Heaven concerning my prosperity and financial destiny.


Let it be recorded in the books.


Let it be sealed by The Blood.


Let it be executed by Your angels.


Let it manifest in the natural realm.


I receive Heaven’s ruling.


I decree Heaven’s ruling.


I enforce Heaven’s ruling.


On earth as it is in Heaven—financially, materially, and abundantly.


In the Name of Jesus Christ,


Amen.”


When I’ve taught this, I’ve had a couple of people ask me, “Do I really have to write all of this in a petition?”  This is tough.  My heart hurts for them because I can already tell you what the state of their lives will be in a year, two years, or five years’ time.  The solution is simple and straightforward.  It takes some work – learning, meditating, changing one’s heart, and applying God’s Truths to our lives.  But the payoff, or return on investment, is astronomical.  We are meant to have the results of Heaven on earth.  Not live a life that looks little different from those of the world.  What kind of ambassador are we if we differ little from the world?


I John 5:14-15

14 And this is the confidence that we have in Him [God], that, if we ask any thing according to His will, He heareth us:

15 And if we know that He hear us, whatsoever we ask, we know that we have the petitions that we desired of Him.


The key to a petition is to “ask ANYTHING” according to “His WILL.”  If we do, “we know that we have the petitions that we desired of Him.”  It is important, as Disciples of God’s Word, that we understand the difference between “ask” and “pray.”  There is a difference.


The word “ask” in I John 5:14 and 15 is the Greek word, “aieto,” which means, “to ask, request, or petition a specific thing(s) desired.”  One is asking from a position of need or desire – not demanding.  The “ask” in Matthew 7:7 is also the same word, “aieto.”  The word “pray” is the Greek word, “proseuchomai,” which means “to speak to God in worship, devotion, or petition.”  It is broader than “aieto.”  “Proseuchomai” includes adoration, confession, thanksgiving, and supplication.”  It is the act of approaching God, such as spelled out in Psalm 100:4, and emphasizes the communion with God, not just the request.  We enter His gates with thanksgiving, we enter His courts with praise, we thank Him, The Father, and bless His Holy Name.  When we do this at the start of our prayer, we are complying with the model of prayer Jesus provided us in what is known as “The Lord’s Prayer” of Matthew 6.  Jesus starts the prayer with the acknowledgment, adoration, and worship of God as “Our Father, which art in Heaven.”  So, we would be safe in saying a “petition” or “asking’ is a part of “prayer.”  A critical and vital part of prayer.


Someone may ask, “what is God’s will for me?”  The entire Bible is God’s will for any Believer.  God’s general will for a Believer is found summed up in III John 2.


III John 2

Beloved, I wish above all things that thou mayest prosper and be in health, even as thy soul prospereth.


We can see from this one verse alone, God’s will for us is to prosper, to be in health, even as our soul prospers.  The Holy Spirit is teaching us that when our soul prospers from receiving revelation Truth of God’s Word about how to operate in The Kingdom of God, we can speak, via petition, via God’s Word, our health and our prosperity.  We might say, “inner prosperity first then outward success.”  In case someone tries to tell you the word, “prosper” in III John 2 is “spiritual” only, do as Jesus did to Peter and rebuke satan and his lie.  The word “prosper” is the Greek word, “euodoomai,” which means, “to succeed, to prosper, to be well guided in life’s affairs.”  It implies having Spiritual, physical, emotional, material, and financial growth and sufficiency.  Remember this.  Do you need to prosper and be in health in Heaven?  No, it is already provided.  And, it is already provided for you on this earth, in this life.  The difference is we must appropriate it from the Spiritual to the physical realm while we exist on earth.  We live in the Spiritual realm in Heaven; therefore, we don’t need to appropriate it.  We live it in Heaven, praise God!


Let’s continue with our study of the petition for Covenant prosperity as a vital, critical part of prayer.  In Matthew 16:19, our King Jesus tells us, “He is giving us, Believers, the keys to the Kingdom of Heaven (this is also the Kingdom of God).”  Matthew 16:19 is not just a verse about Spiritual warfare—it is a governmental decree about how Believers are to operate inside The Kingdom of God’s legal and economic system.


Matthew 16:19

And I will give unto thee the keys of The Kingdom of Heaven: and whatsoever thou shalt bind on earth shall be bound in Heaven: and whatsoever thou shalt loose on earth shall be loosed in Heaven.


In previous messages about The Kingdom of God, we’ve already established:

• The Kingdom of God operates on laws, rights, and covenants, not emotions

• The Believer must understand Heaven’s economic structure

• Prosperity is not a desire—it is a covenant right backed by the legal order of Heaven


Matthew 16:19 fits this framework perfectly, because it deals with:


• Keys → Access to covenant rights

• Binding and loosing → Enforcing legal judgments

• Kingdom of Heaven → Heaven’s jurisdiction

• Revelation → Evidence in the courtroom

• Alignment → Bringing earth into compliance with Heaven’s economic rulings


To understand “how” Matthew 16:19 works, I’ll break it down by the framework I just listed.


1. The Kingdom is a Legal Government, Not a Feeling


Jesus speaks of keys, not emotions. Keys are:

• Legal

• Functional

• Governmental

• Jurisdictional


We do not cry our way into prosperity.  We legislate it based on covenant rights.  Jesus did not give the church permission to “hope” for prosperity.  He gave them authority to “enforce” Heaven’s economic order in this earth.


2. “The Keys of The Kingdom” = Access to the Covenant Economy


A key only opens what belongs to us.  When Jesus gives the “keys of The Kingdom,” He grants  access to what Heaven has already approved AND authority to unlock what belongs to our covenant.  These are not keys “to” Heaven.  These are keys “of” Heaven—keys that operate Heaven’s system on earth.


In the context of prosperity:


• Keys unlock provision

• Keys unlock ideas, strategies, and opportunities

• Keys unlock favor and relationships needed for increase

• Keys unlock angelic assignments connected to wealth


Everything Heaven has stored for us (Deut. 28, Ps. 23, 2 Cor. 8–9) is accessed through these keys.


3. Binding and Loosing Are Legal Terms – Not Spiritual Suggestions


This is the part most Believers miss.


“Bind” in the Greek = to restrict, forbid, declare illegal.  “Loose” in the Greek = to permit, release, dissolve, authorize.  These are terms used by rabbis, judges, and courts.


In Matthew 16:19, Jesus’ Words in our modern-day language would be:  “You will legally enforce on earth the rulings that Heaven has already issued.”


This means:


• We don’t create the verdict

• We enforce the verdict

• We bring earth into covenant alignment


We are not inventing prosperity with our petition.  We are administrating what already exists in Heaven on the earth.  “Thy will be done on earth as it is in Heaven.”


4. Economic Prosperity Must be Legislated Through The Court of Heaven


Heaven has already judged, meaning, “it is finished.”


• The righteous shall prosper (Ps. 35:27)

• Wealth is stored up for the just (Prov. 13:22)

• God gives us power to get wealth (Deut. 8:18)

• He supplies all our needs (Phil. 4:19)

• Christ became poor so we could become rich (2 Cor. 8:9)


But the enemy will fight what belongs to us.  This is where the Court of Heaven comes in.


Prosperity must be:


• Claimed legally

• Defended legally

• Enforced legally


When Satan accuses (Rev. 12:10), he challenges our covenant rights to increase.


This is why Jesus gave us the keys—so we can legally bind:


• Devourers

• Delays

• Hindrances

• Demonic resistance

• False accusations

• Financial attacks


And loose:


• Covenant rights

• Provision

• Ideas

• Opportunities

• Breakthroughs

• Angelic assistance

• Favor

• Divine appointments


Prosperity is a legal matter long before it becomes a financial manifestation.


5. The Perfect Future Tense: “Will Have Been”


The actual Greek reveals something powerful:


“Whatever we bind on earth will have already been bound in heaven.”


This means:


We aren’t trying to convince Heaven to bless us.  We are enforcing what Heaven has already ruled.


Heaven has already ruled:


• We are blessed (Eph. 1:3)

• We are redeemed from the curse (Gal. 3:13)

• We are a joint‑heir with Christ (Rom. 8:17)

• Our prosperity is part of our covenant inheritance


We don’t bind or loose randomly.  We bind or loose based on the verdict Heaven already issued.  This is why revelation is so crucial.  This is why we must “study to show thyself approved unto God, a workman that needeth not be ashamed, rightly dividing The Word of Truth.”


6. Revelation is Your Legal Evidence


Before Jesus gave the keys, He said:


Matthew 16:17

And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but My Father which is in Heaven.


Revelation is not emotional inspiration.  Revelation is legal evidence in the Court of Heaven.


God reveals:


• What belongs to us

• What is resisting us

• What must be broken

• What must be released

• What Heaven has already judged


When we decree prosperity, we aren’t “speaking positive words.”  We are presenting legal evidence before Heaven and earth.


7. How to Use These Keys in Finances


STEP 1 — Identify the covenant promise.


(“He gives us power to get wealth.”)


STEP 2 — Bring it into Heaven’s court as legal precedent.


(“Father, this is Your Word. It cannot be annulled.”)


STEP 3 — Identify illegal resistance.


(Bind the devourer, the delay, the accusation.)


STEP 4 — Receive Heaven’s ruling in your Spirit.


(A Scripture, peace, witness from The Spirit.)


STEP 5 — Decree the ruling into the earth.


(“I loose the wealth assigned to this assignment. I loose the clients, the opportunities, the favor…”)


STEP 6 — Walk out the strategy.


The ruling produces wisdom, ideas, and open doors.


In closing, as Believers, we must remember that we become the prayer that creates.  God is The Creator, and we are made in His image and likeness.  Therefore, we are creative.  Our words carry creative or destructive power.  We attract or repel God’s promises.  Jesus, Himself, spoke to release that which was already decided.  Need-based speech sounds like striving.  Identity-based (who we are in Christ) speech sounds like certainty.  A beggar asks hoping to be noticed.  A son speaks knowing he is already heard.  When we speak from need, our words ask permission.  When we speak from identity, our words carry authorization.  Speak as a son, not as a beggar.  Call outcomes; don’t describe problems.  Description gives power to circumstances.  Calling gives authority to Truth (Romans 4:17).  Calling speaks from a higher reality than circumstances.  Fear reports what it sees.  Faith declares what God has already determined.  We speak what God sees and not what fear reports (remember the 12 spies in Numbers.  Ten spoke fear and two spoke what God saw).
